Spearfishing is not an established activity for visiting travelers, as local regulations and coastal access severely restrict recreational hunting. The waters near industrial infrastructure and restricted zones offer no viable scope for an independent visitor trip. Most coastal areas are monitored, leaving no room for casual offshore harvesting.

Kuwait’s waters around offshore islands like Kubbar and Failaka offer reef and structure-oriented spearfishing with clear Persian Gulf visibility compared to the mainland. Spearfishers target local species such as grouper, bream, and kingfish around submerged wrecks, oil platforms, and rocky outcrops. The environment combines shallow reef shelves with deeper drop-offs suitable for intermediate to advanced hunters.
Access. Access requires booking private boat charters from marinas like Darsena or Salmiya, as independent shore spearfishing is restricted and less productive. Local spearfishing guides and boat captains can be connected with through Kuwaiti diving and marine clubs.
Notes. A valid fishing license from the Public Authority for Agriculture Affairs and Fish Resources (PAAFR) is required. Certain marine reserves and oil infrastructure zones are strictly off-limits.
